The mobilization meeting of Qinghai-Henan ±800 kV UHV DC project was held at the same time in Zhumadian City, Henan Province and Hainan Tibetan Autonomous Prefecture in Qinghai Province, marking the world's first fully clean energy UHV channel officially start. The project to transport electrc power from Qinghai to Henan also created the fastest record for the approval of the national UHV project.
The approval document issued by the National Development and Reform Commission on Qinghai-Henan ±800 kV UHV DC project shows that the construction site of the project involves four provinces of Qinghai, Gansu, Shaanxi and Henan. The static investment of the project is 22.559 billion yuan, the total length of the line is 1587 kilometers, the rated conveying capacity is 8 million dry watts, and the annual clean power can be 40 billion kWh.
In conjunction with the documents previously obtained by the Shanghai Securities Journal, the National Energy Administration plans to approve 12 UHV projects this year and next. Qinghai-Henan ±800 kV UHV DC project will also support the construction of Zhumadian-Nanyang, Zhumadian-Wuhan two UHV AC projects to meet the Qinghai clean energy delivery and Henan electricity load needs. The approved start-up time for the North Shaanxi-Hubei UHV DC project, the Zhangbei-Xiongan UHV AC project, and the Yazhong-Jiangxi UHV DC project are scheduled for the fourth quarter of 2018.
The power industry personnel believes that the General Office of the State Council recently announced the "Guiding Opinions on Maintaining the Shortcomings in the Infrastructure Sector", explicitly mentioning the need to accelerate the trans-provincial trans-regional transmission, optimize and improve the main grid of each province's power grid, and promote the implementation of a Batch of UHV transmission projects. The already established UHV project construction plan is expected to accelerate implementation.
This kind of inference is not without basis. On November 6, State Grid Co., Ltd. held a mobilization meeting for the Mengxi-Jinzhong UHV AC project in Xinzhou, Shanxi. The project was approved in March this year, and the project dynamic investment of 4.96 billion yuan will be completed and put into operation in December 2019, becoming an important part of the main grid of UHV AC exchange in North China.
"Every round of UHV construction is launched on a large scale, with huge controversy. The controversy is focused on the safety and economy of UHV AC projects." A senior researcher in the power industry said in an interview with reporters. With the gradual transition of renewable energy to the era of affordable Internet access, the renewable energy quota system will be launched soon, and the economics of UHV projects will become increasingly apparent, which is expected to significantly reduce the energy cost of industrial and commercial use.
